Jakarta,-Menteri Ketenagakerjaan Ida Fauziyah meminta Gubernur di seluruh provinsi untuk menetapkan dan mengumumkan kenaikan upah minimum provinsi (UMP) 2024 paling lambat pada 21 November 2023. Pengumuman dan penetapan kenaikan UMP tersebut menyusul adanya kenaikan Upah Minimum melalui Peraturan Pemerintah (PP) Nomor 51 Tahun 2023 pada 10 November 2023 lalu.
“Gubernur harus menetapkan UMP paling lambat tanggal 21 November 2023. Sedangkan untuk Upah Minimum Kabupaten/Kota (UMK) paling lambat tanggal 30 November 2023 dan sudah ada penetapan UMP, ” kata Ida Fauziyah pada acara koordinasi teknis persiapan penetapan UMP tahun 2024 dan penerapan struktur dan skala upah di Jakarta, Senin (13/11/2023).
Menaker menjelaskan, kenaikan UMP ini sesuai amanat Peraturan Pemerintah (PP) Nomor 51 Tahun 2023 tentang perubahan atas PP Nomor 36 tahun 2021 tentang pengupahan. Sekaligus sebagai bentuk penghargaan terhadap pekerja/buruh yang telah memberikan kontribusi bagi pembangunan ekonomi nasional selama ini.
Hal menarik dari penerbitan PP Nomor 51 Tahun 2023 ini adalah bertepatan saat bangsa Indonesia sedang memperingati Hari Pahlawan. Menaker juga berharap bahwa PP Nomor 51 Tahun 2023 tak dijadikan sebagai tolok ukur untuk kepentingan kelompok/golongan tertentu.
“Mari kita maknai bersama bahwa keberadaan PP No. 51 Tahun 2023 ini adalah sebagai jembatan perjuangan untuk kepentingan pelaksanaan pengupahan dalam konteks nasional,” kata Menteri Ida.
Ia menjelaskan, keberadaan PP Nomor 51 Tahun 2023 adalah untuk menciptakan kepastian berusaha bagi dunia usaha dan industri serta mendorong peningkatan produktivitas perusahaan. Dalam situasi seperti ini, perusahaan akan mengalami keuntungan dan stabilitas keuangan perusahaan berjalan dengan dengan baik.
“Dengan stabilitas keuangan perusahaan yang baik, maka sistem pengupahan yang berkeadilan. Melalui penerapan struktur dan skala upah di perusahaan menjadi pilihan dan wajib untuk dijadikan sebagai sistem pengupahan yang berlaku di perusahaan,” ucapnya.
Ida Fauziyah menambahkan, penerapan struktur dan skala upah juga akan menjamin upah pekerja/buruh sesuai dengan nilai/bobot pekerjaannya. Ia berpendapat sistem pengupahan yang berkeadilan akan memotivasi peningkatan produktivitas pekerja/buruh. “Melalui sistem pengupahan yang berkeadilan ini, di satu sisi akan dapat mempertahankan daya saing usaha,” katanya.
Di sisi lain, kata dia, hal ini akan mensejahterakan pekerja/buruh. Untuk itu, sudah waktunya kita manfaat peluang ini dan konsentrasi terhadap penerapan struktur dan skala upah di perusahaan.
