Bekasi – Gawat…Pengelolaan sampah di kabupaten bekasi masih perlu banyak evaluasi bahkan tergolong sudah darurat sampah.
Aliansi Masyarakat Pemerhati Lingkungan Hidup dan B3 Indonesia AMPHIBI melihat kondisi pengelolaan sampah kab.Bekasi yang masih Lemah dari Pengawasan Penindakan dan Perbaikan.
Banyaknya Oknum tidak sebanding dengan Tagline atau selogan yang di ucap Oleh Penjabat Bupati Bekasi Dani Ramdan yaitu Mantapkan Kinerja, Bekerja dan Melayani (Makin Berani).
Mengingat jumlah penduduk di Kab.Bekasi yang terus meningkat di Kabupaten Bekasi dengan jumlah penduduk 3,8 juta jiwa, belum lagi ditambah banyaknya komplek perumahan baru yang di bangun di wilayah kabupaten bekasi tentunya berpengaruh terhadap lingkungan dan pencemaran.
Ketua koordinator Aliansi Masyarakat Pemerhati Lingkungan Hidup & B3 Indonesia Jawa Barat Moh.Hendri menyampaikan, masih banyaknya di beberapa titik wilayah kabupaten bekasi terdapat TPS liar yang melakukan Open Dumping di lahan terbuka yang banyak menimbulkan masalah pencemaran lingkungan, termasuk TPA Sampah Burangkeng sendiri.
Menurut Hendri, “berdasarkan pantauan team Amphibi di lapangan sampah yang mendominasi di TPS liar kebanyakan sampah perumahan, bahkan ada sebagian sampah berasal dari perusahaan industri yang besar kemungkinan terindikasi limbah Bahan Berbahaya Beracun (B3) yang dapat mengancam hidup orang banyak,”ucapnya.
“Sebenarnya penumpukan sampah secara terbuka atau open dumping dilarang dalam Undang-Undang Nomor 18 Tahun 2008 tentang Pengelolaan Sampah.
Namun faktanya masih banyak terdapat lokasi TPS Liar di wilayah kabupaten Bekasi yang kurang baik penanganannya, dan sangat berpotensi mencemari air, tanah dan udara.
Moh.Hendri menjelaskan, dalam Peraturan Pemerintah Republik Indonesia No.82 Tahun 2001 Tentang Pengelolaan Kualitas Air Dan Pengendalian Pencemaran Air,”
menjelaskan bahwa “Setiap usaha dan atau kegiatan wajib membuat rencana penanggulangan pencemaran air pada keadaan darurat dan atau keadaan yang tidak terduga lainnya, maka penanggung jawab usaha dan atau kegiatan wajib melakukan penanggulangan dan pemulihan, termasuk tempat pembuangan akhir sampah (TPA).
Dalam pengelolaan Permasalahan lingkungan khusunya sampah sebenarnya sudah di jelaskan berdasar Perbup Bekasi No.53 Tahun 2017 Tentang Pengelolaan Persampahan, walaupun belum ada sanksi terkait pelanggaran dalam Perbup Bekasi tersebut dan perlu menjadi catatan untuk di revisi terkait penambahan sanksi yang memberatkan terkait pelanggaran pengelolaan sampah.
“Namun terkait sanksi masih tetap dapat mengacu dan berpedoman pada undang-undang No.32 Tahun 2009 Tentang Perlindungan dan Pengelolaan Lingkungan Hidup,” paparnya.
Berdasarkan data dari dinas LH Kabupaten Bekasi melalui siaran pers PAD dari pelayanan sampah di kabupaten bekasi senilai 6.000.000.000,- per tahun dan akan meningkatkan target capaian PAD senilai 15.000.000.000,- pertahun.
Dinas LH Kabupaten Bekasi pada awal tahun 2024 ini menjalankan kebijakan untuk menaikan Retribusi Sampah dengan harapan peningkatan PAD kabupaten Bekasi, dengan mengacu pada Perda No.8 Tahun 2023 mengenai penyesuaian tarif retribusi sampah, dan gencar melakukan sosialisasi ke masyarakat terkait kenaikan retribusi sampah.
Menurut Moh.Hendri, “kebijakan dinas LH dirasa kurang pas dalam menaikan retribusi sampah yang diberatkan kepada masyarakat, namun tetap saja TPS Liar menjalar tanpa adanya penanganan, bahkan banyak di beberapa tempat yang tak di jangkau petugas kebersihan, menyebabkan menjamurnya TPS liar baru, hal tersebut sebenarnya yang menjadi penyebab Kebocoran Retribusi Terbesar terkait tidak meratanya penanganan sampah di wilayah kabupaten bekasi, dan harus menjadi Atensi dan atau Catatan Penting Dinas LH kab.Bekasi, jangan hanya memikirkan Keuntungan tanpa memperhatikan jelas kondisi Lingkungan ” pungkasnya.
Apalagi ditambah TPA Sampah Burangkeng kepemilikan Kab.Bekasi yang saat ini tidak menjalankan pengolahan sampah maupun pengolahan Air Lindi sampah yang menjadi PR tambahan, yang pasalnya pengurangan sampah di TPA wajib di jalankan menurut Undang-undang, dan juga sudah melarang metode Open Dumping untuk dilakukan. Bahkan TPA Wajib memiliki Instalasi Pengolahan Air Lindi Sampah yang maksimal agar tidak mencemari lingkungan.
Melihat kondisi seperti ini Hendri juga mengatakan, untuk kedepannya “kami Lembaga Lingkungan Hidup AMPHIBI akan lakukan Sweeping Lokasi TPS Liar yang tak dikelola dengan baik, dan akan mendorong pemerintah terkait untuk melakukan sterilisasi lokasi TPS Liar, pun tidak hanya menutup TPS Liar tanpa adanya peninjauan lanjutan. Kedepannya kami akan mendorong pemerintah terkait untuk menyediakan Tempat Penampungan Sampah Sementara di setiap desa agar bisa diangkut ke TPAS Burangkeng sesuai aturan yang berlaku,” tutupnya.
