Medan, -Wali Kota Medan Bobby Nasution melakukan penandatanganan Pembaharuan Working Level Agreement (WLA) Bus Rapid Transit (BRT) Medan Binjai Deli Serdang (Mebidang) di Aula Tengku Rizal Nurdin, Rumah Dinas Gubernur Sumut, Senin (16/10/2023). Penandatanganan ini dilakukan sebagai syarat mutlak untuk dapat dimulainya pembangunan infrastruktur BRT Mebidang.
Penandatanganan Pembaharuan WLA BRT Mebidang ini dilakukan juga oleh PJ Gubernur Sumut Hasanuddin, Sekretaris Direktorat Jenderal Perhubungan Darat Amirulloh dan Wali Kota Binjai Amir Hamzah serta Wakil Bupati Deliserdang Ali Yusuf Siregar.
Pembangunan infrastruktur BRT Mebidang ini dibiayai mitra pembangunan yakni World Bank dan AFD Perancis, dengan biaya Rp1,9 Triliun. Di tahun 2024 nanti, proyek ini akan memasuki tahap pembangunan konstruksi koridor, halte, depo, perangkat IT dan pengadaan bus.
Usai melakukan penandatanganan, Wali Kota Medan Bobby Nasution mengungkapkan Pemko Medan sangat mendukung penuh projek ini, karena adanya BRT Mebidang akan semakin mempercepat merubah budaya berkendara di masyarakat dari menggunakan transportasi pribadi menjadi transportasi umum.
“Hal apa saja yang dibutuhkan untuk mendukung terwujudnya BRT Mebidang ini Pemko Medan berkomitmen akan memenuhi segalanya agar bisa terwujud percepatan pembangunan fisiknya. Sehingga akan semakin mempercepat merubah budaya berkendara masyarakat dari kendaraan pribadi menjadi kendaraan umum,” Jelas Bobby Nasution.
Bobby Nasution menambahkan Pemko Medan juga telah memulai pembangunan overpass di jalan stasiun Medan. Keberadaan overpass nantinya selain dapat mengatasi kemacetan di kota Medan juga sekaligus mendukung penggunaan transportasi umum.
“Pada bagian bawah overpass nantinya akan dibangun jaringan pedestrian dan terintegrasi dengan rencana pembangunan Bus Rapid Transit (BRT),” Sebut Bobby Nasution.
Sebelumnya Pj Gubenur Sumut Hassanudin mengatakan, proyek ini merupakan percontohan nasional, dukungan World Bank untuk proyek Mass Transit (Mastrans) di Indonesia, sekaligus target Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2018-2023.
Pada tahun 2024, proyek ini akan memasuki tahap konstruksi koridor, halte, depo, perangkat IT dan pengadaan bus. Berdasarkan kesepakatan yang telah ditandatangani, para pihak diwajibkan menandatangani WLA sebagai syarat mutlak pemberian pinjaman pembangunan infrastruktur yang didalamnya terdiri dari atas beberapa tahapan.
“kesepakatan yang telah ditandatangani nantinya menjadi pedoman para pihak terkait untuk mengimplementasikan Masstran Mebidang, sekaligus untuk mewujudkan transportasi yang lebih baik di masa depan,” ujar PJ Gubernur Sumut sembari berharap seluruh pemangku kepentingan dalam WLA bisa bersinergi dan berkolaborasi, sehingga pembangunan BRT Mebidang ini memberikan manfaat besar bagi masyarakat Sumut.
Sementara itu Direktorat Jenderal Perhubungan Darat Amirulloh mengatakan, pembangunan BRT Mebidang ini merupakan langkah lanjutan untuk layanan publik yang lebih baik di kawasan metropolitan Medan.
Menurut Amirulloh, langkah tersebut dimulai dari stimulan angkutan umum yang diluncurkan oleh Kementrian Perhubungan melalui 5 Koridor Teman Bus, dengan nama Layanan Trans Metro Deli di Medan sejak akhir 2000. “Teman Bus terbukti masih menjadi andalan banyak masyarakat Medan yang memerlukan sarana transportasi yang aman, nyaman, serta terjangkau,” jelasnya.
Menurutnya, dalam rangka percepatan pembangunan dan pengelolaan BRT di kawasan Mebidang maka diharapkan anggaran pembangunan fisik yang telah tersedia dapat direspons dengan komitmen anggaran oleh pemangku kepentingan di wilayah tersebut.
Ditambahkan Amirulloh, usai penandatanganan ini akan dilanjutkan dengan pembangunan fisik, dimana DED akan selesai di Januari 2024. Kita harapkan BRT Mebidang ini nantinya seperti di Jakarta yakni angkutan massal bermanfaat untuk masyarakat luas.
“Kita harapkan segera terwujud bangunan fisiknya. Setelah DED selesai di Januari 2024, akan dilanjutkan bangunan fisik sebagai sarana dan prasarana BRT Mebidang,” Jelasnya.
Diketahui BRT Mebidang lintasannya 21 km, dedicated link dengan halte besar 31 halte, memiliki 17 rute menjangkau Medan, Binjai dan Deliserdang dengan 515 bus, dukungan depo, halte, jalur khusus ITS bus.
