Jakarta,- Pemerintah memutuskan menunda penerapan sertifikasi halal bagi pelaku Usaha Mikro, Kecil, dan Menengah (UMKM). Penundaan dilakukan hingga tahun 2026.
Menteri Koperasi dan UKM Teten Masduki menjelaskan, penundaan dilakukan karena aspek pembiayaan, hingga waktu yang sempit. Kebijakan itu rencananya akan diterapkan pada Oktober 2024.
“Ya karena waktu tinggal 150 hari, ada aspek pembiayaan, ada aspek teknis lainnya. Itu hampir tidak mungkin 17 Oktober 2024 ini semua, terutama yang UMKM bisa mendapatkan sertifikasi,” ujar Teten di Kompleks Istana Kepresidenan, Rabu (15/5/2024).
Teten mengatakan, jika penerapan sertifikasi halal dipaksakan Oktober 2024, maka tidak semua pelaku UMKM bisa mendapatkannya. Hal itu dikarenakan, Badan Penyelenggara Jaminan Produk Halal (BPJPH) harus menerbitkan 102 ribu sertifikat setiap hari.
Ini bertujuan agar bisa memenuhi kebutuhan. Sedangkan, saat ini, lembaga di bawah naungan Kementerian Agama (Kemenag) itu rata-rata hanya menerbitkan 2.678 sertifikat per hari.
“Hari ini kalau dipaksakan baru 44,4 juta sertifikat, sementara kebutuhannya adalah sekitar 15,4 juta sertifikat. Kalau hari ini rata-rata per hari 2.600 sertifikat, enggak akan terkejar,” ucap Teten.
“Kalau mau tetap dikejar sampai Oktober, perlu 102.000 sertifikat. (Itu untuk) setiap hari,” kata Teten lebih lanjut.
Teten pun menilai, keputusan Presiden menunda kewajiban sertifikat bagi UMKM sampai 2026 adalah yang terbaik. Sebab, jika dipaksakan, para pelaku UMKM akan dianggap melanggar hukum dan bermasalah.
Selain itu, ada kendala lain yang tidak kalah penting. Yakni dari sisi anggaran yang juga tidak memadai.
Teten mengatakan, penerbitan sertifikat halal secara reguler menggunakan dana pribadi pengusaha. Namun, untuk penerbitan yang dibiayai pemerintah atau self declare, membutuhkan dana sekitar Rp3,5 triliun.
“Tapi (anggaran, red) yang ada sekarang (hanya) Rp250 miliar. Jadi sudah tepat Presiden menunda,” ucap Teten.
Menurut Teten, perpanjangan hingga 2026 juga melalui perhitungan matang. Ia berharap, penundaan ini bisa berdampak pada perbaikan aspek pembiayaan, maupun aspek teknis lainnya.
