Medan,- Wakil Ketua DPRD Medan H. Rajudin Sagala, SPd. I mengajak seluruh warga Kota Medan untuk senantiasa bersyukur dengan lahirnya program Universal Health Coverage (UHC) yang merupakan program kesehatan gratis bagi warga Kota Medan. Lahirnya UHC merupakan perjuangan panjang yang kemudian bisa terwujud pada akhir 2022 lalu.
Lahirnya UHC yang saat ini dinikmati merupakan perjuangan panjang yang dilakukan Fraksi Partai Keadilan Sejahtera (FPKS) di DPRD Medan. Sebelum UHC lahir, Fraksi PKS mendukung lahirnya Nomor 4 Tahun 2012 tentang Sistem Kesehatan Kota Medan (SKKM) agar masyarakat bisa mendapatkan pelayanan yang maksimal dalam masalah kesehatan.
“Jadi UHC yang ada saat ini merupakan perwujudan cita-cita dari Perda SKKM dimana masyarakat Kota Medan mengharapkan pelayanan kesehatan yang gratis dan berkualitas,” kata H.Rajudin Sagala saat menyampaikan materi sosialisasi produk hukum daerah ke I tahun anggaran 2024, yang dilaksanakan disejumlah lokasi diantaranya Jalan Kolonel Yos Sudarso Lr. 14 Lap. Badminton Kel. Glugur Kota, Kec. Medan Barat, Jalan Merdeka No. 17 Kel. Pulo Brayan Kota Kecamatan Barat, Jalan Budi Luhur No. 198/Gudang No. 1 Kel. Dwikora Kec. Medan Helvetia, Jalan. Kertas No. 90 Kel. Sel Putih Barat Kec. Medan Petisah, Sabtu (06/1/2024).
Setelah perjuangan panjang itu, kata H.Rajudian, DPRD melalui badan anggaran kemudian menyetujui alokasi anggaran hampir 300 miliar untuk pembiayaan UHC. “Jadi September 2022 anggaran hampir 300 miliar kita sahkan di DPRD untuk pembiayaan kesehatan masyarakat Kota Medan secara gratis. Dan Alhamdulillah secara resmi pada Desember 2022, UHC diberlakukan bagi warga Medan hingga sekarang,” katanya.
Untuk itu, H Rajudin Sagala akan memastikan program kesehatan gratis bagi warga Kota Medan bisa dinikmati. Pelayanan kesehatan yang baik dan memadai merupakan implementasi dari tujuan Peraturan Daerah (Perda) Nomor 4 Tahun 2012 tentang Sistem Kesehatan Kota Medan.
Dijelaskannya, tujuan Perda No.4 Tahun 2012 tersosialisasikan kepada masyarakat, kata Rajudin salah satunya untuk mewujudkan tatanan kesehatan yang mampu melibatkan partisipasi semua unsur terkait dalam meningkatkan derajat kesehatan masyarakat kota, mewujudkan pembangunan kota berwawasan kesehatan, mewujudkan kemandirian daerah dalam bidang kesehatan, meningkatkan mutu pelayanan kesehatan yang aman, adil, terjangkau, dan terbuka bagi masyarakat dan meningkatkan akses masyarakat untuk memperoleh pelayanan kesehatan.
Pada pasal 86 ayat 2 disebutkan, perusahaan swasta dan badan usaha milik negara berkewajiban memberikan kontribusi tanggung jawab sosial perusahaan di bidang kesehatan sebagai pemenuhan Corporate Social Responsibility.
“Kemudian pada Bab XV terkait sanksi, pada pasal 87 ayat (1) disebutkan penerapan sanksi administrasi sebagaimana dimaksud pada ayat (1) berupa: peringatan tertulis, pembatalan atau pembekuan izin dari sarana kesehatan maupun tenaga kesehatan, pencabutan izin pendirian sarana kesehatan dan penutupan sarana kesehatan, ” katanya.
Kemudian, pada pasal 88 ayat (1) dalam hal tindak pidana yang dilakukan oleh koperasi, selain pidana penjara dan denda terhadap pengurusnya, pidana yang dapat dijatuhkan terhadap korporasi berupa pidana dengan dengan pemberatan 3 (tiga) kali dari pidana denda yang ditetapkan.
