Medan,-Fraksi PKS DPRD Medan terus mendorong dan memastikan pemerintah pemerintah Kota Medan merealisasikan sejumlah program untuk warga miskin. Hal ini, merupakan penerapan dari Perda No 5 Tahun 2015 tentang penanggulangan kemiskinan di Kota Medan.
“Ada beberapa point penting dalam Perda Penanggulangan Kemiskinan diataranya terkait hak-hak warga Kota Medan, ” kata Anggota DPRD Medan Bukhari SE saat menyampaikan materi sosialisasi produk hukum ke 7, Peraturan Daerah (Perda) Nomor 5 Tahun 2015 tentang Penanggulangan Kemiskinan di Kota Medan yang dilaksanakan di dua lokasi berbeda, Jalan Sidodame Komplek Pemda Kel.Pulo Brayan Darat II Kec. Medan Timur, Jalan Mapilindo No.110 Kel. Tegal Rejo Kec. Medan Perjuangan, Ahad (14/07/2024).
Perda Kota Medan No 5 Tahun 2015 tentang Penanggulangan Kemiskinan terdiri XII BAB dan 29 Pasal. Seperti pada BAB II Pasal 2 disebutkan tujuan Perda adalah menjamin perlindungan warga miskin secara bertahap dan mempercepat penurunan jumlah warga miskin.
“Kemudian pada BAB IV Pasal 9 yakni setiap warga miskin mempunyai hak atas kebutuhan pangan, pelayanan kesehatan, pelayanan pendidikan, pekerjaan dan berusaha, modal usaha, perumahan, air bersih dan sanitasi yang baik, mendapatkan lingkungan hidup yang baik dan sehat, rasa aman dari ancaman tindak kelerasan dan berpatisipasi dalam kehidupan sosial dan politik,” jelasnya.
Dalam pelayanan Kesehatan, Bukhari menegaskan bahwa Pemerintah Kota Medan terus memaksimalkan penganggaran untuk program ini. “Kita (Fraksi PKS-red) terus mendorong anggaran untuk program kesehatan bisa direalisasikan dimana seluruh warga Kota Medan nantinya bisa berobat dengan gratis hanya dengan menggunakan KTP,” jelasnya.
Begitu juga dengan Program pangan, modal dan pekerjaan DPRD Medan juga sangat fokus mendorong Pemko Medan untuk benar-benar memperhatikan persoalan ini. “Kita di DPRD telah mendorong agar Pemko Meda kreatif dalam upayanya memenuhi pasokan pangan untuk masyarakat, kita menyarankan kepada mereka (Pemko Medan-red) untuk bekerjasama dengan para petani di daerah lain,” jelasnya.
Disampaikannya, Penerapan Perda No 5 Tahun 2015 tentang Penanggulangan Kemiskinan perlu dimaksimalkan, Perda ini bisa menjadi instrumen penting Pemko Medan dalam proses memperbaiki kehidupan perekonomian masyarakat.
“Fraksi PKS akan terus mendorong perwujudan dari Perda ini benar benar terealiasi. Kita akan terus mendorong Pemko Medan agar program-program penanggulangan kemiskinan bisa direalisasikan segera,” katanya.
Dijelaskannya, dalam Perda ini juga dimuat Pasal 10 dimana tertuang untuk pemenuhan hak sebagaimana Pasal 9 dibiayai dan bersumber dari APBD. Untuk merealisasikan pelaksanaan program penanggulangan kemiskinan, Pemko wajib menyisihkan minimal 10 % dari Pendapatan Asli Daerah (PAD). Dalam percepatan penuntasan kemiskinan Pemko dapat menggalang partisipasi masyarakat dalam dunia usaha, lembaga pemerintah dan kemasyarakatan.
Sedangkan pada BAB V Pasal 11 menyebutkan agar warga miskin berkewajiban mengusahakan peningkatan taraf kesejahteraannya serta wajib mentaati dan berperan aktif terhadap segala upaya penanggulangan kemiskinan. Warga miskin juga berkewajiban mentaati norma, estetika dan peraturan per undangundangan yang berlaku.
“Intinya warga Kota Medan yang termasuk dalam kategori miskin memiliki hak atas kebutuhan pangan (Raskin), pelayanan kesehatan BPJS Penerima Bantuan Iuran (PBI), pelayanan pendidikan (gratis 12 tahun), pekerjaan dan berusaha (lapangan kerja), perumahan (bedah rumah), air bersih dan sanitasi yang baik, lingkungan hidup yang baik dan sehat, rasa aman dari perlakuan dan ancaman tindak kekerasan, berpartisipasi dalam kehidupan sosial, ekonomi dan politik,” katanya.
